If you haven’t heard about MOTUS yet, pay attention - this is the biggest change to FMCSA registration in decades and it’s rolling out RIGHT NOW.
What is MOTUS?
MOTUS is FMCSA’s brand new registration system replacing the old portals and forms that have been around forever. It’s a complete overhaul - the first major update since MAP-21 was passed back in 2012.
You can check it out yourself at motus.dot.gov and read FMCSA’s official info at fmcsa.dot.gov/registration/whats-coming.
The Rollout Timeline
Phase 1 (December 2025) - ALREADY LIVE
Service providers like BOC-3 filers and insurance companies already have access. They are setting up profiles and company accounts now.
Phase 2 (2026) - COMING SOON
ALL motor carriers, brokers, and registrants will get access. This means you. No exact date announced yet but expected mid-to-late 2026.
Phase 3 (Ongoing)
Continuous improvements and new features based on feedback.
What’s New and Different
- One unified system - No more jumping between multiple portals and forms
- Mobile friendly - Works on phones and tablets (finally)
- Real-time validation - Catches errors as you go
- Better fraud detection - Login.gov authentication, identity verification, address validation
- Company account pages - Manage users and business info in one place
- Auto-population - Less repetitive data entry
What’s NOT Changing (Relax)
There was a lot of panic about some rumored changes. FMCSA has confirmed these are NOT happening at launch:
- Your MC/FF/MX docket numbers are staying - they are safe
- Your USDOT number is unchanged - same number, new system
- BOC-3 process is unchanged - no changes to how BOC-3 works
- No “Safety Registration” requirement - this was proposed but pulled back
These items may come up in future rulemaking with public comment periods, but NOT with the MOTUS launch.
What You Need to Do RIGHT NOW
- Make sure your FMCSA Portal account is active - Go to portal.fmcsa.dot.gov and log in
- Verify your Company Official - Make sure the correct person is listed
- Update your business information - Address, contact info, everything current
- Check your Login.gov email - The email for your Company Official in the FMCSA Portal MUST match the Login.gov email you’ll use for MOTUS
This last point is critical - if the emails don’t match, you won’t be able to link your USDOT Number to your new MOTUS account.
Why This Matters
For Owner-Operators
- Registration and updates will be easier
- Mobile access means less office time
- Better fraud protection for your authority
For Fleet Managers
- Manage multiple users and roles
- Streamlined registration updates
- Real-time validation reduces errors and rejections
For New Entrants
- Simpler process to get started
- Clearer requirements
- Less paperwork confusion
The Fraud Problem
One big reason for MOTUS is fraud. The industry has seen a rise in:
- Fake carrier identities
- Fraudulent insurance filings
- Unauthorized account updates
- Identity theft of existing carriers
MOTUS addresses this with stronger authentication and verification. This is actually good for legitimate carriers.
